Pennicott averaged 210 in the open final to finish 234 pins ahead of Bridget Perkins.
The 17-year-old will be the sole Tasmanian to represent Australia at the Asian schools championship in Taiwan.
Liam George jumped to a commanding lead in the boys open final after his 244 in game four set the pace.
Joshua Peck closed the gap with his final game of 236 in a desperate bid to win.
But George held his nerve to average 189 to win by 37 pins from Peck, with Ashley Hingston finishing third.
Logan Ruffin, who entered his first junior tournament, bowled consistently enough to win the restricted boys final by 64 pins from Lorcan Cornelius and defending champion Harrison Youl.
Jasmine Walker claimed a close contest in the girls restricted final to finish 68 pins in front of Tayah-Lee Howell and Toni-Anne Radford.
