Bower entered the second and third rounds three-shots behind, however, rounds of 69 and 72 have him in front of Queensland’s Lewis Hoath, who carded 71 and 70 on Monday.
Tasmania’s Oscar Burrell played consistent golf to shoot two rounds of 72, two under the card for the day, to be only five behind Bower
A further shot behind is first-round leader Ryan Thomas, of Prospect Vale, shooting 76 and 74 for a total of 220.
The turbulent second day makes an interesting final 18-holes on Wednesday.
Tasmania’s Hallie Meaburn claimed the women's course record for the altered par 71 format.
She produced a 68 in warm, but calm conditions.
However, as the breeze picked up in the afternoon, Meaburn carded an 81, to be eight-strokes behind overall leader Sheradyn Johnson, of Victoria. Johnson posted a consistent 75 and 75 for a total of 223 after three rounds.

South Australian Caitlin Peirce is in second place, four behind the Johnson after scores of 76 and 79.
The 72-hole Order of Merit Australian Golf-sanctioned tournament is for both under-17 boys and girls.
