The Blues finished on top of the GNC ladder this season and beat Burnie comfortably in their semi-final while Devonport defeated Mowbray by five runs in a thriller.
Riverside will field a full strength side in the one-day competition decider as it chases its first GNC premiership since 2003.
The Orions have never won a GNC Cup and have injury concerns over captain Brent Mullett who is in doubt after a slower than expected recovery from arthroscopic knee surgery.
Mullett missed Devonport's Twenty20 grand final victory over Wynyard before Christmas and is considered only a 50-50 chance to play.
If unavailable, vice-captain Miles Barnard will captain the side.
The two teams did not meet during the preliminary rounds with their scheduled fixture washed out.
Riverside captain Matthew Shipp said his side had not played a lot of cricket against their coastal rival but expected them to provide a tough opposition in the final.
``Devonport is one of the strongest sides down the coast and have had some good performers over the past few games from what I've noticed,'' he said.
``We just have to continue the way we've been playing our 50-over cricket and hopefully get the win.''
Shipp said the Blues batting had been consistent at the top of their order in scoring runs this season and he thought playing on their home ground would give them an advantage.
Devonport vice-captain Miles Barnard said his side was up for the challenge in what he expected would be a tough game.
``We're quietly confident that if we play to the best of our ability we can come away with a win,'' he said.
Barnard said the Orions would take in their best line-up of the season on paper and felt confident that Mullett would play.
``We've got Stuart Martin who has come back to us from South Hobart-Sandy Bay after Christmas who is a gun wicketkeeper-batsman,'' he said.
``We've had even contributions across the board and we've got some definite match-winners in Mullet, Tony Underwood, and Scotty Mitchell and Rhys Owen with the ball can be damaging.''
The two finalists will progress to the statewide Kookaburra One-Day Cup, as representatives from the Northern half of the state.
The winner of the GNC final will secure a home semi-final against a Cricket Tasmania Premier League team on Sunday, January 29, while the loser will have to travel to Hobart to play on the same date.
