The 27-year-old finished six-under-par for the event after carding a final round of 69 at Royal Hobart Golf Club.
Hawkes defeated his nearest rivals Josh Armstrong and Austin Bautista, both from New South Wales, by one stroke on five-under.
Armstrong and Bautista returned 68 and 70 respectively for their four round totals of 283.
Tasmania Golf Club’s Andrew Phillips finished fourth on the leader board after carding a four-under-par 68.
Launceston Golf Club’s Mitch Van Noord rounded out the top five seven strokes adrift on six-over-par.
Peninsula Kingswood Golf Club’s Steffanie Vogel won the Elvie Whitesides Golf Championship.
The Victorian finished eight-over and won by three strokes from Tasmania’s Zahara Lemon and Georgia Milbourne on 11-over.
South Australia’s Elysia Yap placed fourth on 17-over.
