Rangers took a 2-0 lead into the break with goals to Adam Edwards, whose pressure caused a turnover that he finished, and teenager Harry Thannhauser who scored from the top of the box.
Devonport pulled a goal back after the restart but Rangers replied immediately, Patty Lanau-Atkinson's run and cut-back finding striker Shane Brassington who struck the ball first time into the back of the net.
Brassington got Rangers' fourth, finishing an individual effort with strong shot into the side netting deep into normal time.
Launceston City had South Hobart worried at half-time with scores deadlocked at 1-1 but the Victory League champion proved its class after the restart and ran out 3-1 winners.
In the competition's Southern-based matches, Hobart Zebras has an easy 4-0 win over Southern Premier League side Clarence while Kingborough Lions also accounted for its SPL University but needed extra time to do so.
