The number three seed will play French woman Irena Pavlovic after they claimed victories in their semi-final encounters yesterday.
Rogowska was pushed to three sets by Japan's fifth seed Eri Hozumi en route to berth in the final.
Rogowska claimed the first set but lost concentration and dropped the second before winning the third comfortably 6-3, 3-6, 6-2.
Pavlovic had a much easier path to the final match of the tournament with a straight sets win over Japan's Erika Sema 6-2, 6-0.
Sema was no match for the eighth seed losing 10 games to just two.
In the doubles, Thailand's Kamonwan Buayam and Slovakia's Zuzanna Zlochova overcame a big task to claim a hard-fought third set tie-break to take down Miharu Imanishi and Viktorija Rajicic in their semi-final battle.
Buayam and Zlochova lost the first set 6-2, won the second 6-4 and remarkably survived the third 10-2.
The pair will play top seeded Australian pair of Rogowska and Monique Adamczak who defeated Erika Sema and Yurika Sema 7-6, 6-4.
The singles final will be held on centre court at 11.30am with a half hour break between matches before the doubles final gets underway.
