Acting senior manager Dianne Barker told the parliamentary inquiry into methampetamine use there needs to be more places where youth in Bendigo, and other parts of regional Victoria, could be treated.
Mrs Barker said secure welfare facilities should be set up to give users a place to safely detox. She said key preventative measures would help tackle an entrenched culture of drug use among some young people.
The inquiry was told the number of young people who identified ice as their drug of choice more than doubled in the past 12 months.
