The TCL's five coaches not participating in the finals series were unable to come to a unanimous decision on this year's premier.
While elimination final sides Trevallyn and Perth were considered unlikely to cause an upset, two coaches picked Longford and one chose Hadspen, with the other two unable to make a conclusive decision between the league's top two.
George Town's Jack Hill described the pair, who have played off in the past two grand finals, as the competition's strongest batters and bowlers.
"Longford are the best bowling side and Hadspen are the best batting side."
Evandale Panthers coach Andrew Wright was the other coach unable to come to a decision.
"I think the obvious favourites for the title would be Hadspen but [I] wouldn't be surprised if Longford slip under the guard and come away with the title," he said.
Hadspen broke a three-year Longford streak in 2018-19, before going on to win last year's title, with Beauty Point the last side other than those two to take home the premiership - winning in 2014-15.
