The former North Launceston defender polled 38 votes from 15 games to finish well ahead of key tall Craig Burling (28) and the returning Matt Lang (27).
Fisher collected best-on-ground performances in a two-point win over Longford and a six-goal defeat of Bridgenorth.
BRIDGENORTH marking forward Nick McElwee won his first best and fairest after kicking 17 goals in 15 games and being the only Parrot selected for the NTFA representative team.
The sailing national championship winner had twice finished runner-up in the award, but made it third time lucky by edging out young gun Casey Walker-Russell.
McElwee was named in his side’s best on 10 occasions and played his 150th club game in round six.
LONGFORD midfielder Brad Symmons took out the Tigers’ best and fairest in his first year after crossing from Devonport.
Symmons slotted nine goals in 14 games to finish ahead of runner-up Jake Murfett.
