The council announced that a team of lifeguards would begin supervising the swimming pool from December 1, as an additional safety measure.
Council general manager Frank Dixon said life guards would supervise the area inside the pool fence only, and not the South Esk River or First Basin itself.
"Supervising the pool is part of our measures to increase safety for residents and visitors, especially families, at the pool," Mr Dixon said.
"These measures also included installing a fence around the pool.
"The pool lifeguards will supervise people within the fence to ensure everyone enjoys the pool.
"The lifeguards" role will include accident prevention measures, administering first aid and rescue response if required.
Mr Dixon said anyone using the First Basin pool would be required to follow the rules and regulations displayed at the site, including additional requirements for responsible people to supervise children under 11 years of age.
