Committee chairman Ivan Dean confirmed on Tuesday that the committee had issued Mr Gutwein with a subpoena after repeated requests for Treasury advice on the sale of the Tamar Valley Power Station had been rejected.
That the committee was considering issuing a subpoena for the information was leaked to the media beforehand.
The government has criticised this third leak from within the committee, labelling the inquiry “tainted”.
