He said he would endeavour to turn himself into police.
“I don’t dispute that I was holding my phone at the intersection, and I intend today to raise this matter with the traffic unit and Tasmania Police,” Mr Hodgman said.
The Premier acknowledged that what he had done was illegal.
“No-one’s above the law, including me,” he said.
“I regret any actions of mine, at any time, that don’t meet with community standards; certainly when it comes to the law.
“[It was] an error of judgment, and I will accept the penalty.”
The incident occurred at the intersection between Macquarie Street and Murray Street.
In 2011, Opposition Leader Bryan Green pleaded guilty to a drink-driving offence, and was disqualified from driving for three months.
Then, in 2014, Mr Green crashed his four-wheel drive into another car at the intersection of Argyle Street and Melville Street in Hobart.
Incumbent President of the Senate Stephen Parry was also caught drink-driving in Launceston in 2011.
