The David Brunton-trained gelding was the first Tasmanian horse to complete the feature double since St Andrews in 2002.
His four successive wins over the summer carnival also included the Brighton Cup and weight-for-age Summer Cup.
Up Cups outpolled Admiral, who won five feature races but lost one due to a positive swab, and The Cleaner who raced at the elite level in Melbourne but the group 2 Dato Tan Chin Nam was his only win.
Tasmanian Derby winner Jerilderie Letter was a clear-cut winner of the three-year-old award and Gold Sovereign winner Hot Dipped outpolled Gee Gee Double Dee in the two-year-old category.
The award winners and 2016 Tasmanian Racing Hall Of Fame inductions were announced at a dinner in Hobart on Friday night.
The new members of the Hall Of Fame are -
DENISE MARTIN (Associate): Born and raised in Tasmania, Martin is one of Australia's leading racehorse syndicators and highest profile figures. She is a major supporter of the local industry, buying and racing horses in Tasmania and promoting Tasmanian racing at every opportunity.
BILL JOINER (Associate): A former successful jumps jockey and winner of the the Tasmanian Grand National Hurdle and Steeple, Joiner later became a long-serving clerk of the course at Elwick thoroughbred and Hobart harness meetings.
FRED RILEY (Jockey): After moving from Victoria, Riley became Tasmania's leading apprentice in his first season in the state and rode successfully for 25 years. His wins included the 1962 Launceston Cup. Riley founded a racing dynasty as four of his sons went on to become jockeys in Victoria and Tasmania.
KEITH EVANS (Trainer): After relocating from Victoria as a studmaster, Evans turned to training and won the 1966 Launceston Cup with Nicotera. His other feature wins included the Grand National Steeple, Tasmanian Oaks, Oakleigh Plate and four Thomas Lyons Stakes which was a record for many years.
GEEGEES BLACKFLASH: A legend in his own lifetime, Geegees Blackflash was the first horse ever to earn $1 million without leaving Tasmania. He won feature races from 1200m (Newmarket) to 2400m (two Hobart Cups and Launceston Cup). With 22 wins from 66 starts, his career earnings totalled $1,193,000.
GOLDEN SERPENT: A top class galloper of the 1990s, Golden Serpent won 23 races from 1080m to 1800m and $324,000. As a 3yo he won the Tasmanian Guineas and several WFA races. He campaigned in three states and won nine listed races including the Royal Show Handicap at Caulfield.
