The outlook predicts above average rainfall that will increase over the period August to October. Contributing to this will be warm sea surface temperatures around the state.
Tasmania has already seen heavy rainfall, with many places receiving record falls this year. The bureau said the flood risk in Tasmania is increased due to the already water-logged soil.
Temperatures are predicted to be warmer than normal across Tasmania, with a greater than 80 per cent chance temperatures will exceed the average.
These weather trends are credited to cooler sea surface temperatures on the western Indian Ocean compared to the east, called a negative Indian Ocean Dipole. This, coupled with the possibility of a La Nina weather pattern, could see severe rain and more flooding across the state in the months ahead.
