Council received 51 nominations across seven committees, including 12 for the committee at Ross.
The Ross committee is the only one to have reached its full quota of 10 members, while Perth and Cressy have the minimum number of five.
Four positions are still vacant on committees for Evandale and for Avoca, Royal George and Rossarden, while Campbell Town and Longford have one and two vacancies respectively.
Northern Midlands deputy mayor Richard Goss said while he expected more positions would be filled over the course of the next two years, committees could still operate functionally without the full quota of members.
“Each committee has got a maximum of 10 people but I know there are a few committees that haven't quite got 10,” Cr Goss said. “If they're a bit down (on numbers) they’ll still carry on and if someone joins during the year then they join during the year.”
The seven committees meet either monthly or bi-monthly to update councillors on developments and identify pressing needs in their communities.
Committee membership lasts for two years and each committee is appointed one councillor to sit in on meetings.
Cr Goss said the system had more than proved its worth as a communication tool between council and its townships.
“I'm not sure of any other councils that have that type of process in the state but we find it's a really effective way to have that two-way communication between the council and the people of the towns.
“Because they're on the ground, they talk to everybody in the town and we get some really good ideas and suggestions about the best way forward for council, and if there's an issue that crops up council is made aware of it pretty quickly. It's one of our best strategies for communication throughout the municipality.”
