Emergency services were called to the scene of a structure fire at the property adjoining the Winning Post Takeaway about 1.50pm.
A smoke grenade was deployed at 4.30pm, which forced the man onto the roof and into further conversations with police negotiators.
He paced back and forth across the rooftop, and jumped across different parts of the building, while asking police officers to back away or bring him a jumper.
The incident came to an end about 7pm and the man was taken into custody.
He was checked by members of the Tasmanian Ambulance Service and was deemed to have no injuries from the arrest.
Inspector Michael Johnston said investigations were continuing into a fire at the residence. "Police remain at the scene pending investigations by fire examiners tomorrow," he said.
