Needing to finish in the top two at the final qualification regatta in Switzerland, the crew, also featuring Sarah Banting, Olympia Aldersey, Lucy Stephan, Charlotte Sutherland, Molly Goodman, Alexandra Hagan, Jessica Morrison and Fiona Albert, came third behind the Netherlands and Romania.
Like Volker, 25, of Buckingham Rowing Club, Georgia Nesbitt had also been hoping to reach Rio via Lucerne.
However, the Huon 24-year-old, and veteran Queenslander Hannah Every-Hall failed to make their lightweight double sculls final.
Needing a top-four finish to join The Netherlands and Switzerland in the A-final, the crew finished fifth behind Sweden, Italy, Greece and Romania.
The results leave fellow Hobartian Kerry Hore as the solitary Tasmanian in the Australian rowing team for Rio where Australia has qualified eight boats compared to 13 at the 2012 Olympics.
