The distillery had been proposed for the inner residential area of Garfield Street.
The site would have needed to be rezoned to allow for resource processing, and had been recommended for approval by council officers subject to 13 conditions.
The council voted the application down six votes to one, and Alderman Janie Finlay subsequently moved that the council prepare a simple refusal motion.
“Often council is faced with making a decision about a very good proposal, but in the wrong spot,” Alderman Finlay said.
“This is definitely not a signal of lack of support for the proposal before us, it’s about the site of this proposal.”
A proposed subdivision of land in Summerhill received unanimous support from council during Wednesday’s meeting.
The proposed subdivision would create 54 lots, located at Hardwicke and Outram streets.
A Summerhill resident voiced concerns about the plans during the meeting, and five representations on the application were made to the council beforehand.
The council approved four other planning amendments under the Launceston Interim Planning Scheme, including removing zone boundary anomalies.
The demolition of two dwellings and construction of three dwellings at 55 Ann Street, East Launceston was also approved.
