The system has been adopted from AFL Victoria, who spent $50,000 on its design and implementation, and it will determine the team lists clubs can play each week.
Players are categorised and graded one to five points based on their playing history.
Division 1 clubs will be awarded 40 total team points per match for 22 players, while division 2 teams will have a maximum 45 points this season.
Player points are automatically calculated on match day and if a team has more points than allowed, they will be unable to submit their team sheets.
There are provisions to grant clubs extra points that have been lingering at the ladder’s bottom for an extended period.
Under the same token, teams may be penalised for multiple premierships and sustained success over several seasons.
NTFA director Damian Jones said the association wants to limit the number of significant defeats, inflammatory player payments, harness player loyalty and reduce player clearances each pre-season.
Similar models are also used in South Australia, New South Wales and Queensland.
“We had 1800 clearances last year, which created a huge workload for administrators,’’ Jones said.
“The NTFA had been thinking of a system similar to this for the past 12 months and a sub committee was formed at the end of season 2015 and determined the best option was to adopt the AFL Victoria policy.
``It was then voted in by the clubs in December 2015.
“While initially there is a significant amount of work to rate every player, from next season we will only need to update the database and clubs will only have to rate their new recruits.
“The NTFA football community will see the benefits of this system in two to three years time.”
Jones said the system would be reviewed annually in August to provide clubs satisfactory notice of any changes to allowances or classifications.
POINTS STRUCTURE:
5 points – an ex-AFL, VFL, WAFL or SANFL player, who has played five games in the past three seasons.
4 points – a former Tasmanian State League player. Also a premium community player who has won club or finished top 5 in the competition best and fairest; or has won their club’s goal kicking with more than 40 goals.
3 points – a TSL development player, a senior community player who has played the same number or more senior games than reserves games in the past three seasons; or recruited from under 19s.
2 points – a player who has played more reserves games than senior games in the preceding season at community level.
1 point – a player who has played for no other club or has not played in the past 36 months.
Additional points – one point is added when a player transfers to an opposition club and a player that transfers from Division 1 to Division 2. A player who has had three clubs in three years.
Reduction – one point will be reduced for each season of service – even if not consecutive – until the player reaches one point.
