The $1.9 million redevelopment of the Quadrant Mall began at the end of February, and some business owners have reported that trading has been down.
The council has launched an advertising campaign to remind customers that the businesses are open.
The campaign will take place over radio and through the use of prominent signage.
Launceston mayor Albert van Zetten said he hoped the long term benefits of the project would outweigh the short term issues.
"Of course there will be issues we need to work through, but first and foremost we are eager to ensure people recognise that the Quadrant Mall remains open for business," Alderman van Zetten said.
"The works are being conducted in such a way that access to all shops in the Quadrant Mall will be maintained for the duration of the works.''
Cityprom is holding a ``QM Tuesday Flash Sale'' between 10am and 5pm.
