The authorisation had been sought to allow the developers of a drive-through bottle shop to create a driveway access to their site.
The area to be closed is approximately 29 metres in length with an area of 100 square metres, and is currently a nature strip on Crown land.
The intention to close the verge will now be advertised.
The development application for the bottle shop was approved in January. However, the application contained a condition that the permit have no force until part of the Quarantine Road highway was formally closed.
Only aldermen Janie Finlay and Danny Gibson voted against the authorisation.
The proponents will be required to cover all associated costs.
The developers of the site - formerly the Northern Kitchens shopfront - are hoteliers Peter and Carlton Dixon.
