Labor MHA Scott Bacon claimed Mr Rockliff had doctored the recommendations by failing to publicly disclose a recommendation that was vocally opposed to TasRacing undergoing a funding reset.
Mr Rockliff said remarks read out by Mr Bacon in the GBE were part of a finding, not a recommendation.
He categorically denied doctoring the report and said Mr Bacon was making outrageous allegations.
The government amended TasRacing's funding deed earlier this year, reducing stakes funding across the three racing codes by $3 million, or 13 per cent.
Mr Rockliff said the decision, which was was widely criticised by the racing community, was unpopular, but necessary.
