The $8.5 million Launceston City Council-funded relocation will see the site moved about 400 metres to Gleadow Street, near Bunnings, as part of a flood levee compulsory acquisition.
Launceston City Council general manager Robert Dobrzynski said on Monday that the November date was set, and the council was now working with the company through the complex Land Acquisition Act.
Mr Dobrzynski said the council was only a participant and did not control the process, but had a healthy working relationship with Boral.
"Both parties understand the importance of relocation to a suitable site; especially given the council's intent to redevelop the North Bank area," he said.
"Importantly, we are not aiming for a 'quick fix', but rather the best outcome.
"As a result, there are detailed matters the parties must work through."
The Invermay flood levee cannot be completed until Boral is relocated, and, according to the council, there are contingency measures in place to cater to any issues that may result from that.
Launceston Flood Authority chairman Alan Birchmore said the plan comprised agreements with landowners and contractors to raise the final levee bank at short notice, if required.
Developer Errol Stewart is also hopeful of the company's removal before he develops his Silo Hotel project on North Bank.
Mr Stewart said while he was eager to see Boral relocated, he did not believe it would delay his works.
"It's really important for us to make sure Boral are moved," he said.
"I trust council are going to move them, they bought land for them, but there's planning permits and the board have got to sign off on the new design of the buildings - it's all in train.
"Late next year was the scheduled time that the general manager suggested it would be moved."
