Mr McShane served as a councillor for the Northern Midlands from 1993 until 2007 and served as deputy mayor from 2000.
Mr McShane died peacefully in Launceston on September 17. He was 84.
Not only will he be remembered for his dedication to making his region a better place, but for his personality and his spirit.
Northern Midlands mayor David Downie worked closely with Mr McShane for several years and said that he would be greatly missed in the community.
"He was a very conscientious member of the Northern Midlands Council and he was a great advocate for the region," Cr Downie said.
"He understood the many issues facing rural and remote areas and he will always be much appreciated for the services that he gave.
"He was always nice, and he was always friendly and always up for a laugh."
Mr McShane served as a councillor on the Northern Midlands Council from its inception in 1993, and Cr Downie said that he was an important part of ensuring smaller regions continued to be looked after.
"When the Northern Midlands Council was formed there were a number of people who came from the outlying areas because people were very concerned that the bigger settlements would take us over," Cr Downie said.
"But that didn't happen and it was because of people like Don," he said.
