The game picked up at an unusually quick pace early on, with the first goal from Devonport being scored at the 10-minute mark.
Strikers' Beau Blizzard pummelled home the loose ball after an early attempt in the box from Kieran Mulraney.
The Rangers responded almost instantly, with a near-miss header from Nick Swirad floating away from a corner at 12 minutes.
The Launceston visitors had their second chance with another corner at 15 minutes, this time it found the net by way of Strikers' Todd Hingston.
Adam Edwards swung the ball in, only for it to bounce off Strikers' keeper Tom Pearce and onto the unlucky former Ranger Hingston for a goal.
At 17 minutes Hingston again found himself in the wrong position, lying in the Rangers' goal box, only to take a hit from Adam Gorrie - denying Devonport the lead.
The match continued into the second half, where several off-target crosses were made, eventually leading into an open game in the final minutes.
Strikers' Michael Holden had a chance at winning the game for the Strikers with a free kick at 87 minutes, only for the ball to soar well over the bar.
Rangers found a corner at the 90-minute mark, but it amounted to nothing.
Meanwhile Launceston City were unable to rock South Hobart, suffering a 3-2 loss against the home team, despite a last-minute goal from Hayoto Ogusu.
Olympia FC Warriors stamped any hopes of a win from the Kingborough Lions at Warrane, securing a 3-0 win against the Cats.
