A $50,000 reward has been offered for information that leads to the arrest of a person or persons involved in his murder.
Northern CIB detective inspector John King said inconsistent accounts provided by some of the last people to see him alive have led police to suspect he met foul play.
These people included three or four people who were living with Mr Watkins at the Mayfield unit, and two men who visited the residence.
Mr King said it is believed that Mr Watkins knew the visiting men quite well, ''and there has been previous history or angst between them''.
He said the motive at this stage was the angst or dislike between some of the men at that unit.
''Our investigation has been centred around those two people that arrived at the address and also another three or four men who were present at that address. They have provided statements to police, some people have provided multiple statements to police,'' Mr King said.
'We are now in a position to indicate that ... some of those people have been deliberately misleading the investigation and have in fact lied to police.''
Mr King said it was hoped the reward would prompt those people to reassess the information that they have provided to police, or prompt other people who have previously not spoken to police, to come forward with any new information they may have.
He said the murder was not drug related.
