Last year, the council announced it would look at ways to bring the coastal towns closer together over the next 20 years.
The towns are situated 58 kilometres apart.
Last week, the draft project plan was released and stated that future development would be carried out with Swansea, Coles Bay and Swanwick in mind.
"These structure plans provide a vision and recommended actions for land use, transport, built form and public spaces in the respective towns over the next 20 years," the report read.
"The aim of this plan is to identify a future vision for land use and development in the central region of the council. Both of these areas will greatly benefit from the provision of a structure plan, providing future direction for growth and development."
In the report, the council states that a partnership between the two towns will improve tourism and combat the East Coast's changing landscape.
"Further development of caravan/campervan sites in both Swansea and around the Coles Bay area should be investigated. The existing Swansea holiday parks mostly cater for cabin based tourists and have little capacity for motorhome/caravan park sites.
On Sunday, the Dolphin Sands Ratepayers Association released a statement about the plan and said they would be submitting feedback to the council next month.
"DSRA is examining the Swansea and Coles Bay Draft Structure Plan and we will consider its position and provide feedback to council in due course," the statement read.
"DSRA is always looking to protect the delicate nature balance of the Dolphin Sands Peninsula and the rights of the residents who live along Nine Mile Beach."
The draft Swansea and Coles Bay Structure Plan will remain up for public consultation until June 19.
The plan is viewable at the Glamorgan Spring Bay Council chamber, the Coles Bay Post Office, the Swansea Visitor Centre and on the Glamorgan Spring Bay Council website.
