Mr Hill retired last year after 22 years of service as a magistrate and coroner.
Dr Goodwin said he was widely acknowledged as one of Tasmania's most experienced and respected magistrates.
''He served as a magistrate in Devonport and Launceston between 1992 and 2014,'' Dr Goodwin said.
''It is estimated that during his time on the bench he presided over more than 55,000 matters.''
Dr Goodwin said his courteous and measured approach was appreciated by those who appeared before him and he was held in the highest regard by fellow magistrates, the profession, court staff and those who had dealings with the court.
''He embodied the key qualities essential to judicial office: integrity, a calm temperament and sound judgement,'' Dr Goodwin.
''His contribution to the Magistrates Court, particularly in Devonport and Launceston, was significant.''
