Almost 100 per cent of the tally had been checked and rechecked, with an official announcement expected early today.
Cr Tucker had collected 1472 first preference votes by 9pm.
His closest competition, with 960 votes, was Hannah Rubenach.
With 50 per cent of the votes counted for deputy mayor, John McGiveron led with 502 first preference votes.
Newcomer Barry Le Fevre has tallied the second highest total with 331 votes.
Of this year's other newcomers to the Break O'Day election, John Ewart Tucker polled 91 votes, as of 6.15pm yesterday.
