The push will be fronted at a Local Government Association of Tasmania meeting in Hobart on July 23.
The council wrote that an unnecessary TasWater treatment plant at Avoca was being constructed due to heavy metals in the South Esk River.
It said the high metal content of the water, previously safe for human consumption, was caused by leachate from defunct mines at Storey's Creek.
A motion from the council will also ask the state and federal governments to encourage Telstra to provide each region with a specific officer.
The council said provision of regional officers would assist with timely answers about infrastructure projects and reduce money and time wastage for councils.
"To the extent that these delays relate to Telstra-owned facilities and infrastructure, it is believed that much of this is, ironically a matter of communication," the council wrote.
Other motions forwarded by the council regard water and sewerage infrastructure, weeds officers, Tasmanian freight equalisation and storage of used tyres.
The council has also submitted a shared motion opposing the super trawler with Break'O'Day Council.
