Cr Barwick garnered support for several motions yesterday, one of which will see Hillwood Football Club given funds for lights for its football oval, and another that had the George Town Tourism Committee immediately disbanded with powers returned to the council.
Cr Barwick said the disbandment was not an attack on the good work of the committee but would better help the council to speak directly with local tourism operators.
Yesterday's meeting was recorded for the first time in the council's recent history.
A heated and common topic of debate was the George Town Hub development, with a number of community members questioning the legality of the processes surrounding the selection of the building's site.
The council produced evidence of the site's building and plumbing permits, which were issued in early March.
More than $20,000 of funding for Northern Tasmania Development was debated at some length, with several councillors expressing concerns at the organisation's use of funds.
Cr Stephen Geale was vocal in his opposition to providing a three-year funding commitment to the group.
"I've always spoken against this organisation ... (it) cannot show facts and figures for what they've done," he said.
Cr George O'Sign agreed the money "could be better spent elsewhere".
The council eventually confirmed its $22,895 commitment to the development group.
