Williams confirmed this morning she would not make an appearance at the event, which started today at the Domain Tennis Centre.
``After a long week during my first tournament of the year (in Auckland), my body needs time to rest and recover,'' she said.
``Unfortunately, I am not able to play this week in Hobart.''
Tournament Director Mark Handley said he knew it would have been a hard decision for Williams to withdraw and wished her the best of luck in the Australian Open.
Williams was drawn to play Italian sixth seed Flavia Pennetta in the first round of the tournament.
A lucky loser will take Williams place in the main draw.
The Hobart International runs until next Saturday.
