Mark Andrew Tripptree, 47, pleaded not guilty in the Launceston Supreme Court on Monday to both charges.
However, a jury found Tripptree guilty of the offences and Justice Robert Pearce sentenced him yesterday.
He concluded that no sentence of imprisonment was required, but recorded a conviction on each count.
Justice Pearce said Tripptree had already suffered from "significant punishment" because of his crimes.
"He will lose his job as a teacher, having already been stood down, and I accept that he is unlikely to be ever re-employed in that capacity," he said.
"He will lose the opportunity to foster children and to advance himself within his church."
Justice Pearce nevertheless condemned Tripptree's conduct and called it "offensive, upsetting and disturbing".
Two women gave evidence for the Crown on Monday that they had seen Tripptree masturbating in his car in Penquite Road, Newstead, and in St Leonards Road, St Leonards, on the morning of March 31, 2012, about two hours apart.
