The poll, which was conducted between August 3 and 6, has Labor on 18 per cent, the Liberals on 38 per cent, the Greens on 17 per cent, while the undecided vote was steady at 25 per cent.
Support for Labor is up 1 per cent since the previous poll in May, while support for both the Greens and the Liberals was steady.
The independent vote fell 2 points to 2 per cent.
Opposition Leader Will Hodgman remains the most popular in the preferred premier stakes, up 2 points to 45 per cent, while Lara Giddings was up 1 point to 22 per cent.
However, Greens leaders Nick McKim's polling fell 2 points to 15 per cent.
EMRS chief operations director Samuel Paske said the polls seemed to show a large portion of Tasmanians were still under-whelmed and waiting for a significant, positive move from either political party.
