New Prime Minister Kevin Rudd is yet to announce whether he will stick with the September 14 election date.
Mr Dowling said they had been working on the campaign for months.
''If it's a week or so later or if it's a week or so earlier it makes no difference,'' he said.
Asked if Mr Rudd's reclaiming the prime ministership would boost the chances of Labor's Northern Tasmanian MHRs Geoff Lyons and Sid Sidebottom, Mr Dowling said: "There's no doubt that Kevin Rudd was very hopeful as a Prime Minister and I suspect he'll be more popular than Tony Abbott."
It's unclear if the new Prime Minister will attend Labor's state conference in Burnie on the weekend.
In State Parliament this morning the Opposition reminded Premier Lara Giddings of her previous comments that she was not a great fan of Mr Rudd.
Ms Giddings deflected the question.
''The real threat to Tasmania is a Tony Abbott Liberal government,'' she told Parliament.
