Six of these schools have above 110 per cent occupancy, with the majority located in the South.
Yet none of these schools received infrastructure funding as part of the state government's $65 million, four- year capital works program announced in the budget.
The Education Department figures are from the 2013 first term census data of full-time equivalent student enrolments in government schools.
In the Learning Services North area, Bicheno Primary School has a 100.6 per cent occupancy rate and the popular East Launceston 103 per cent.
Brooks High School, which received $9.3 million in the budget, has an occupancy rate of 73.8 per cent, and so is short of its total capacity by almost 200 students.
The adjacent Rocherlea Primary School, which is expected to merge with Mayfield at the start of 2014 and is likely to leave the grounds to become part of Brooks, has a total capacity for 200 students.
Kings Meadows High School, which will receive a total of $2.2 million from 2014-15, has 56.1 per cent occupancy and is short by about 378 students.
Other older high schools, Riverside and Queechy, which did not receive any budget funding, have occupancy rates just above 88 per cent.
Department deputy secretary Andrew Finch said the department worked in partnership to monitor occupancy rates.
"Recognising that schools have the capacity to be flexible in the way they use their facilities, we ensure any occupancy issues are considered before they impact on learning programs," Mr Finch said.
Opposition education spokesman Michael Ferguson said the government had under-invested in the state's high schools for years.
"There are many high schools in urgent need of capital works that were not given the opportunity to put in a bid for this funding and [Education Minister] Mr McKim needs to explain why," he said.
