More than 4500 users in the United States reported issues with accessing the social media site on Wednesday.
Elsewhere, there were more than 5200 reports in United Kingdom, more than 1200 reports in Australia, and reports in other countries across Europe, the Americas and Asia.
The "following" tab, which many users have as their home screen on the social media platform when logged in, had stopped working.
According to Down Detector, the first major spike in reports of potential problems with Twitter appeared at about 9pm AEDT on Wednesday.
When Twitter users tried to navigate to that part of the site they were met with a message reading: "Welcome to Twitter! This is the best place to see what's happening in your world. Find some people and topics to follow now."
Twitter did not immediately respond to a Reuters request for comment.
The social network's status page showed that all systems were operational.
Twitter, which was acquired by billionaire Elon Musk in a $US44 billion ($A65 billion) takeover last year, suffered a major outage in December, leaving tens of thousands of users globally unable to access the platform or use its key features for several hours before services appeared to come back online.
