Julian Amos has suggested splitting the Braddon area into two electorates, dominated by Devonport to the east and Burnie to the west, with each taking in their surrounding areas.

The West Coast would be included with Burnie in Dr Amos' model.

Launceston would have its own electorate, while a "rural zone" would include the Midlands and the East Coast.

The South would have three main electorates, being Hobart and south, the Eastern Shore and "Glenorchy north".

The current five electorates - Braddon, Bass, Lyons, Clark and Franklin - have five members each and reflect the federal seats geographically.

Dr Amos said there was no logic in operating the state House of Assembly on federal boundaries in the digital age.

Every other state had state-run boundaries, he said in his latest newsletter, and mirroring federal boundaries suggested the state was not in control of its own destiny.

"More importantly, a seven-electorate structure will enable a better confluence of communities of interest, which is important in a democracy," he said.

Premier Jeremy Rockliff last week announced the state government would introduce a bill to restore MHA numbers from 25 to 35.

"I'm encouraged by public discussion regarding this matter," Mr Rockliff said on Monday.

"Restoration of a 35-seat parliament is the right thing to do and it would not take effect until the next election in 2025."

Numbers were cut from 35 to 25 in 1998, partly in an attempt by the Liberals and Labor to make it harder for Greens to get elected.

It might have also been an attempt to find savings amid simmering public discontent over a 40 per cent pay increase for MPs earlier that decade.

In hindsight, critics of the MP cut say it led to problems including premiers and other ministers being overburdened with portfolios, a relative lack of backbenchers to deal with public concerns and increased power for advisors and bureaucrats, as opposed to elected MPs.

"With the substantial reduction in numbers, particularly for the Lower House, there is simply not enough to choose from to accept not only portfolios, but to form select committees and to scrutinise legislation," historian Reg A. Watson wrote several years ago.

"At the time of the inquiry (1994) each minister in Tasmania held an average of 2.3 portfolios.

"By March 2011, Bryan Green held six, with others holding four.

"Just about every sitting member of the government held a ministerial position, regardless how long they have been elected.

"Clearly, someone holding six portfolios, besides being at the time deputy premier, could not possibly handle the workload effectively."

Dr Amos congratulated Mr Rockliff for the decision to return to 35 MHAs and predicted he would not lose one vote because of it.

"Parliament will once again be able to operate with greater functionality, not only in terms of choosing competent people to be in the cabinet - at present every person wins a prize, and that is a most unhealthy situation - but also that the committee system will once again be able to function properly and expeditiously," Dr Amos said.
