The weapon was found during his arrest along with a shotgun and two knives, senior prosecutor Oliver Constien said, adding that the incident at the high school was being treated as a case of attempted murder.
The injured woman was taken to hospital.
The man has so far refused to speak to police.
Constien said investigators had searched several properties connected to the suspect in the hope of determining a motive.
The relationship between the man and the school and the woman he fired upon was unclear.
Police said the man had entered the school early in the school day and seriously injured the school employee using the crossbow.
A short time later, he was detained near the scene.
At the time of the crime, there were about 140 students and teachers in the Lloyd Gymnasium, said superintendent Michael Frost, not the 200 that was initially assumed.
A school emergency plan went into force when the man entered.
Students and teachers locked themselves in classrooms and spent around four hours there until the all-clear was given.
Earlier media reports had said that shots were fired at the school.
