The regulator, Joe Dimasi, released his report on dam storage levels on Tuesday which found they were above prudent levels across the past financial year.
"Consequently, the risks to energy security over 2020-21 were very low," Mr Dimasi said.
He said energy storage in October was about approximately 13 per cent above prudent storage levels for that month.
The volume of energy in storage at the end of 2020-21 water year was 52.5 per cent.
Mr Dimasi said some recent developments may impact electricity supply and demand in the medium term, including increased electricity generation from the Granville Harbour and Cattle Hill wind farms and Hydro's discussions with the Tasmanian Gas Pipeline on future gas transportation.
