Anyone aged 16 years or over is required to check-in to businesses, venues and events upon entry.
Health Minister Jeremy Rockliff on Monday said anyone unable to use the app can check-in through a card with a unique QR code with a person's details stored on it.
The card can be scanned by business or event staff on their device to document visitation.
"With less than two weeks until we reopen our borders, we know that COVID-19 will soon reach our shores," Mr Rockliff said.
"Check in TAS is a tool that will support our contract tracking and tracing by identifying people that may have been exposed to a positive case of COVID-19."
Applications for a Check in TAS card can be done through the government's coronavirus website: www.coronavirus.tas.gov.au
If an application cannot be made online, assistance can be provided through the Public Health Hotline on 1800 671 738.
