A 39-year-old Moorleah man was taken into custody by Tasmania Police about 11.55am on Monday after immediate family members alerted authorities to the incident at the property on Preolenna Road about 8am.
Detective Inspector Steve Jones said it was believed a family dispute had motivated the man.
"Shortly after 8am police were called to the address following the report of a stolen motor vehicle and also threats towards the owner at that residence," he said.
"It was a family dispute so there was no risk to the community or members of the public."
Detective Inspector Jones said two family members who were at the Flowerdale house had left the property before police arrived.
"Police attempted to negotiate with the offender. He presented with a knife and refused to leave," he said.
"After a number of negotiations, which were unsuccessful, a fire started in the house believed to have been started by the man inside at which time the house has become engulfed in smoke.
"I can't give a reason to why he has caused the fire.
"Once we were able to establish that there was some smoke coming from the roof of the house that is when Tasmania Fire Service was able to intervene.
"The offender has left the residence on his own accord by smashing a window and getting out where he was taken into custody."
Detective Inspector Jones said specialised officers negotiated with the man for two and a half hours.
"Police negotiated on scene and were engaged in conversation with the offender and attempted to safely negotiate his surrender," he said.
"It is a little bit early at this stage to determine what his reason was for being in the house and why he wouldn't come out.
"Police responded very quickly and put specialised resources in place."
Detective Inspector Jones said the offender was known to police and investigations were continuing.
