Penguin, featuring a taller line-up, had narrowly beaten the Lightning earlier in the tournament but the grand final always shaped as a wider margin given the Lady Blues took a 19-point lead at quarter time.
The towering figures of Tayla Roberts and Ellie Collins were perfectly in-sync as they shared perfect passes between them to complement their incisive cuts to the basket and finished with aplomb.
"Didn't matter what we threw at Tayla, she made adjustments and that just showed in her size and with her experience, she came to play," Launceston coach Sarah Veale said.
The Lightning stood firm in the second quarter after some tactical tweaks to their game plan in the break. Veale's side found space on the break which earned them a few trips to the line.
The home side's focus was always going to be on their speed and shooting and it was put on display in the second term.

Mariah Payne (27 points) drove into the paint and found teammates Micah Simpson (16 points) and Emerson Wells (11 points) beyond the arc as the margin drew to eight at one stage.
"I was really proud of our girls, we fought, we never stopped, Micah Simpson was outstanding for us on both ends of the floor today and she didn't stop the whole game," Veale said.
The Lady Blues' buffer proved insurmountable in the remaining terms as the Lightning struggled to contain Roberts and Cole in attack due to an obvious height mismatch.
All eyes for the Lightning shift to the NBL1 season next year, with Veale enthusiastic about the emergence of her young side.
"The future of Launceston basketball in the girls' competition is really bright, [there's] incredibly good players and they're really young and up to the challenge which we can take into next year," Veale said.
Lightning's Payne was joined by Penguin's Collins as the joint Most Valuable Player winners for the competition.
The pair were also named in the tournament's all-star five including BTAS High Performance's Charli Kay, Kingborough-Huon's Sharna Thompson and Penguin's Roberts.
Mason Bragg has helped Penguin complete a state league double after the Blues proved too good for the Burnie Tigers to seal victory 88-72.
After their female colleagues claimed the women's title, the Blues' men's side set about doing the same as they pipped the Tigers in the first term to lead by three points at the break.
After a tight and tense opening stanza, the Blues flexed their muscles in the second term as they put on 29 points to 22 which established the game-winning margin.
Bragg was electric in the attacking end for the Blues to notch 36 points on the day as he delivered a shooting clinic from mid-range and down town.
Bragg was well-supported by Ambros Eugster (17 points) and Jacob Richards (13 points) as the Blues looked sharp in offence.
Joe Chilcott (30 points) and Brad Simpson (18 points) carried the scoring load for the Tigers but they struggled to overcome the Blues' fast start in a physical encounter.

Chilcott was especially prolific from behind the paint as he nailed five three-pointers which led all shooters in the game.
The win marks Penguin's fourth men's title from five attempts after successful campaigns in 2017, 2018 and 2020 to underline their credentials as one of the best teams in the state.
Kingborough-Huon Kings' Noah Straatsma was named as the men's MVP after a series of strong performances in the state league campaign, despite his side missing the play-offs this season.
Straatsma joined in the all-star starting five by Glenorchy's Jack Stanwix, Burnie's Simpson and Grenadiers' Matthew Young and Hobart Phoenix's Tiri Masunda.
