The test is scheduled to be staged in Perth on January 14, but Western Australian Premier Mark McGowan has said the state's borders would only be lowered when 90 per cent of the state's population had been fully vaccinated.
Earlier this month, he said that milestone was likely to be reached in late January at the earliest.
Mr Gutwein said there had been ongoing discussions with Cricket Tasmania and Cricket Australia chief executive Nick Hockley on the prospect of a test match at Blundstone Arena.
He told Parliament on Wednesday that he would write to Cricket Australia to make its case for the match should it need to be relocated from Perth.
"And the match could be the one that decides the series," Mr Gutwein said.
