Prime Minister Scott Morrison on Thursday marked the third anniversary of the National Apology to Victims and Survivors of Institutional Child Sexual Abuse.

He announced the Blue Knot Foundation, alongside the Australian Childhood Foundation and The Healing Foundation, would establish a national child sex abuse prevention centre.

Mr Morrison said the centre would build knowledge and expertise, as well as raise awareness of the impacts of child sex abuse.

"The voices of victims and survivors will shape their work," he told parliament on Thursday.

It will also build workforce capacity to improve responses to child and adult survivors, conduct research and provide guides for people seeking help, advocacy and therapeutic treatment.

"The national centre will also undertake vital work preventing child sexual abuse happening in the future," Mr Morrison said.

The prime minister reflected on online child sex abuse happening in appalling numbers.

"The shocking truth is online child sexual abuse was already increasing and it has spiked in response to the COVID-19 restrictions," he said.

"We cannot allow our digital environment to offer anonymity and impunity to offenders, it cannot shelter them.

"Nor can we allow it to become a prohibitively hostile and hazardous place for children to be since so much of their learning and experience depends on them being able to enter it safely."

The national child abuse redress scheme has delivered 6200 payments totalling $535 million with an average payment of $85,000.

Labor wants the maximum payment lifted from $150,000 to $200,000.

Opposition Leader Anthony Albanese called for more urgency in reforming the scheme, with survivors at risk of dying without seeing a cent.

While the prime minister praised the royal commission for bringing abuse from darkness into light, Mr Albanese warned against using the metaphor.

"Betrayal was meted out in darkness and in light. Trust was destroyed in darkness and in light," the Labor leader told MPs.

"Those children who should have known nothing but love and safety were left unbelieved in darkness and in light.

"There is no greater silence than when we refuse to hear."
