Five days after the approval, and during a home quarantine compliance check, police found tradies carrying out "non-emergency works" in contravention of the home quarantine requirements.
The man had earlier arrived from NSW on October 12 under the requirement he complete hotel quarantine.
A Tasmania Police spokesperson said two days later he was "assessed as being eligible for home quarantine", to where he was able to move once he had returned a negative COVID test.
Throughout the pandemic police have carried out 69,671 quarantine compliance checks resulting in 15 resulting in warnings and 33 bringing about arrests or summons.
Across the state there remained 603 people eligible for quarantine compliance checks.
