Devils Patterson had earlier edged a thrilling semi-final 10-9 against KHBA Mood Food Kings to reach the decider.
The Division 1 boys' crown also headed North-West with Penguin defeating Glenorchy Revs 29-15 in the grand final as seven players hit the scoreboard, led by Will Hubbard (seven). Jack Hamish August claimed 11 of Glenrochy's 15 points.
Devils Apted beat Southern Wolves 44-20 in the third-place match thanks to 14 points apiece from Sebastian Poke and Zach Stevenson plus 12 from Wyl Garwood.
Burnie Tigers edged the Wynyard Wildcats 27-24 in Division 2 with Smithton Saints defeating Penguin Navy 33-24 to claim third.
Penguin Blues won 18-14 over Grenadiers to claim the girls' Division 2 crown.

Launceston Lightning men suffered three losses on the opening weekend of the state league.
Southern Wolves won 80-68 at Kingborough on Saturday, a couple of hours before Ulverstone Redhoppers doubled the dose, 76-66.
Penguin completed a disappointing start for the Launnie boys by winning 89-56 on Sunday.
There was more success for Lightning women's side, defeating Basketball Tasmanian High Performance 72-42, between narrow losses to Penguin (76-72) and KHBA Kings (74-69) on Sunday morning.
