The report by Motorsport Australia made 23 recommendations which included restricting the top speed for competitors, implementing an average speed per stage and creating a licensing system.

Reducing the top speed for vehicles was discussed at length in the report with the first three recommendations suggesting speeds be capped at 200 km/h, and the average stage speed be limited to 132 km/h.

According to the report, the tribunal recommended implementing the speed limits after it was found drivers struggled to accurately judge the speed of their vehicle when cornering and reducing speed.

Targa Tasmania 2021 winner Eddie Maguire said he understood speed was a recommendation, but felt capping max speed could pose a risk to drivers.

"Having a speed limit in certain areas is a good thing but in some areas, it can cause a great deal of distraction for the driver and co-driver if you need to watch a speed," he said

The report acknowledged the concerns raised by drivers in relation to capping the speed limit but said they were unfounded as the co-driver could monitor the speed and explained audible speed warning devices were available for drivers.

David Cuff, a former Targa competitor and professional driving instructor who taught performance and circuit driving supported the recommendation.

He said the cars used 20 years ago were nowhere near as fast as the cars being driven today and believed limiting the average stage speed and reducing the top speed was a measured response.

"I think that that's a sensible speed. The cars weren't as fast 20 years ago and that needs to be taken into consideration," he said.

The report also suggested some drivers skills did not match the power of the vehicles being driven and called for a licensing system to be implemented to assess individual drivers abilities to drive high-performance vehicles.

The report tribunal said it would be irresponsible to allow drivers who are inexperienced or lack the necessary skills to drive high-performance vehicles designed for circuits races without first being assessed.

Mr Maguire said he supported the recommendation to introduce a system that required drivers to undergo training and accreditation but said as an amateur race he was concerned that imposing a license structure could harm the event.

"As much as I agree that there needs to be some sort of awareness around training and more opportunities for people to be trained, It's just not viable to only let professionals drive because the event won't survive," he said.

Mr Cuff said a licensing system would bring the Targa into line with other motorsports ensuring drivers were capable and experienced enough to safely compete.

"I don't think it's any different from doing motorsport or circuit racing where you need a license and you've got to be observed as far as experience and capabilities, and I think in some ways that should be the same for the Targa," he said.
