Committee chairman David Dunn said it was full steam ahead with preparations for the upcoming festival, which will be held from February 4-6.
"We have got our entertainment line up locked away and I'd like to say it's the best one I have ever seen," he said.
"Stallholder applications have also closed and we have finalised most of them."
The 2022 Festivale event will have about 60 stallholders which is down from the 80 normally considered.
Mr Dunn said the decrease in stallholders was due to both space limits and COVID-19 restrictions.
"What we have put in our terms and conditions of tickets ... we have a requirement in there that any directive issued by Public Health will need to be followed," he said.
Mr Dunn said Public Health and the government had "bent over backward" to make the COVID-19 safety plan process as easy as possible.
The entertainment line up and guest chef announcements will be made on October 1, the same day tickets will go on sale.
The stallholder program should be out not long after tickets are released.
"I am hoping that with the line up we have we will have a sell-out before the event," Mr Dunn said.
Festivale will not only be entertainment-focused, but will also be more family-orientated on the Sunday.
"We know it's difficult for people to have kids there on a Friday and Saturday night," Mr Dunn said.
"What the committee is really hoping to see back is people coming to the park and focusing on getting out and about, and sharing good food and beverage with friends and family."
The festival plans to accommodate 10,000 people per day at the City Park site.
