The fee known as a Disposal of an Interest in Council Land or Public Land, would see $1350 applicable for an ordinary request and $2700 for a complex request, with an additional $100 fee per easement, per application.
An impact assessment conducted by the council found implementing the fee would have some impact on the community and those making an application, but both were considered marginal.
If the proposal is voted in, council officers could request part or all of the fees is waived if the request was considered to be in the public interest.
Council chief executive Michael Stretton the fee was being considered to manage the rising cost of assessing requests born by the council.
"In recent years the council has received more requests in this area, generating increased workload for officers which comes at a cost to the Council," he said.
"A fee has therefore been proposed to ensure that some of these costs are passed on to those who benefit from the service, rather than being solely borne by ratepayers."

Mr Stretton said the cost was based on the time council offices spent processing applications and confirmed the council had consulted with other local government authorities who had implemented similar fees.
